At the end of the 70's a consultant called Gordon Miles came up with a process of "Goal Analysis". Clive Finkelstein incorporated this into Information Engineering.

This was one of several differentiators between Clive's version of IE(the original) and James Martin's and Clive's "co-authored" version. (Yes, they collaborated on the Savant publication on IE but, from what I heard, Clive was not happy with the changes James made.)

Goal analysis is simple to use but invaluable in ensuring that sufficient goals are put in place to ensure progress towards achieving mission.

I agree with the BMM attempt to answer "The Why Question".
